Eta Rycon is a Lunarian politician, the son of retired statesman Philip Rycon. His father had been Prime Minister and First Consul of the Republic from its founding to 3288, and previously was Lord Steward of the Terran Empire; he was Maximilian's right-hand man until he was sidelined. His son Eta also followed a career in government, serving in Maximilian's staff before taking gubernatorial offices successively as the Deputy Prefect of the Netherlands, Procurator (governor) of Luna, Proconsul of Jupiter, and Consul of the Inner Sphere. This afforded him a place in the College of Consuls, the commission of sector governors of the republic, which he leveraged into an appointment as First Consul, president of the college. He was also appointed Vice Chancellor of the Republic.

As such, he has a great deal of responsibility for the day-to-day management of the Central Galactic Government, and coordinating local governors to align federal policy. At scarcely age 30, he is among the most powerful figures in the CGU.

Behind the scenes, Eta Rycon was trained and tutored by Xander Vox. He was given a thorough education, gearing him towards cut-throat politics, with a very dark twist: he was also given combat and espionage training, to act as a government assassin in his youth. A leader very well may have to issue orders to kill people in the course of their duties; a prospective leader, according to General Vox, should know exactly how that feels. Of course, Vox is a sociopath, so he likely felt that a leader should earn a taste for it. Rycon, instead, walked away from it laden with guilt and feeling confused. He was only a child when he was forced to kill people, and didn't fully understand what he was doing and why. Now as an adult, he schemes to depose Maximilian and seize power for himself--with the intent of turning the Republic towards a brighter path.
