Seilon is a Terran medical doctor, researcher, biologist, and serial killer who is the current Presiding Director of the Lyman Institute for Xenological Studies, on the planet Lonnel of the Eton star system, and has been since 3276. In 3274, he was awarded the Nobel Prize for Medicine, together with his colleague Dr. David McGrady "for the eradication of a viral pandemic n its cradle, and the rapid discovery of its cure". Doctor McGrady was awarded it posthumously, and Doctor Seilon accepted the award alone at the ceremony. He was subsequently appointed Research Director, and later Presiding Director in 3276, of the prestigious Lyman Institute.

Doctor Seilon is also known for a brutal series of murders known as the Long Island Killings committed between February 3267 and December 3272, as well as for a sporadic series of murders in the early 3260s to which he confessed while imprisoned. Seilon became the subject of a massive media frenzy during the course of his trial process. He was sentenced to life imprisonment in the Stronsay Imperial Correctional Facility in Scotland and all appeals were rejected, prompting him to confess many details about his killings. He was paroled in late 3274 after a period of voluntary service to the Crown and State, during which he acted to cure the Unthor viral haemorrhagic fever. He was formally pardoned of his crimes in late 3274 and entered a career in xenobiological research.

He has been very frank about his past as a killer, and publicly expressed remorse for his crimes. He claims that his brief experiences with Dr. David McGrady "turned [his] life around" and showed him "the meaning of friendship". He has become, reportedly, a benevolent director of a prestigious research institute. His institute is rumoured to be conducting strange experiments on living aliens, even though Seilon is married to a female alien of a felid humanoid species. Despite these peculiar dichotomies, his institute remains more or less autonomous and private, with State Security troops from the IX Legion providing a government presence.

Behind the scene, Seilon committed his serial killings in order to whittle down the organisation that was responsible for the death of his mother and siblings. He undertook a medical career primarily to better understand human anatomy and forensics. While his claims about the people he murdered were never proven in court, and he was in fact determined to be delusional by state psychiatrists, in truth they are all completely true. Ten years after his release, he completed his revenge by orchestrating the kidnap and delivery of the head of the organisation responsible for all his pain, whom he tortured and killed.
Seilon's success is partly attributable to his patron, General Brian Kessar. He was shielded and protected from scrutiny, and returned to the medical profession, while he undertook a secret plan to funnel alien prisoners into a training camp for the Galactic Resistance. Kessar's legionaries provide a façade of government oversight, to further dispel suspicion.
